Looks like the red-cockaded woodpecker. Endangered in East Texas. They usually inhabit mature, park-like pine stands (at least that's what they do here). In 8 years of being a forester, I only saw one once.

Have you considered the Downy Woodpecker? It might also be a Hairy Woodpecker, but I think I'd go with Downy from the pictures. I don't think it is a Red-Cockaded though because it has a white patch on the back and doesn't have big white cheeks.
